The article presents information on the regulations passed of controlling water pollution and the assault of such regulations with reference to the Clean Water Act decision in the trial of Solid Waste Authority of Northern Cook County v. U.S. Army Corps of Engineers. The issues related to the statutory language, review of the hydrologic cycle and the need of reviewing the Act are discussed. It also offers suggestions for restoring the purpose of the Clean Water Act.
