Prof. Waggoner's research focuses on two quite different areas, taxation and civil procedure. His tax research concerns two major issues. First is the preservation of Social Security through a progressive system of federally-guaranteed personal accounts. The second is the use of carbon taxes to reduce the threat of global warming from the emission of green house gases. His civil procedure research concerns the definition of the subject matter jurisdiction of the federal courts in the U.S.
