abstract
The article discusses a court case of Baker v. Carr which ordered that the U.S. federal courts may intervene in the votes made by the citizens for assessing equal weight in voting procedures. The influence of citizens' vote on the lawmaking process, the need of homogeneity in citizen' policy and equal representation are discussed. The issues related to policy preferences, inequality in voting power and re-election are also discussed.
